The wrong of SW3 stray light flag processing at the scan edge

There was wrong processing at the scan edge of the IRS/SW3.
SW3 (250m) is observation data with a different resolution from SW1,2,4 (1km), but it was wrong processed in low-resolution resampling of the stray light flag.

The modified algorithm (Ver.2005) had updated on March 8, 2022.
Supplement:
SW3 (250m) is observation data with a different resolution from SW1,2,4 (1km), but it was wrong processed in low-resolution resampling of the stray light flag.

- L1B product (SW3) : Extended_area / Stray_sign_flag_1km_SWI
- Low resolution resampling product (SW3) : Image_data / Lt_SW03 (upper 2bit / stray light flag)

The modified algorithm (Ver.2005) had updated on March 8, 2022.
Supplement:
- The brightness value and stray light flag of the L1B (Image_data/Lt_SW03) products are no effect.
- VNR products are no effect because there is no corresponding processing.
- SW1,2,4 is no effect because the resolution is 1km (No low-resolution resampling).
- TIR is not correcting stray light, so there is no effect.
