Shikisai image product contains flag values as quality information for each pixel.
The mask processing is to exclude upper bits is necessary for image view and identifying pixels without observation data.

• Stray light flag (stored in upper bits: L1B, LTOAQ, LTOAK, LTOAF, LCLRF)
• QA flag (stored in another array, Please see Q40 for details.)
• Disturbance flag (stored in another array, Please see Q37 for details.)
